This position is responsible for undertaking engineering/quality assurance assignments that are considered to be of "moderate complexity" in size and scope. This position is further responsible to provide technical support and direction for engineering/quality assurance activities, including the definition and coordination for design review and implementation, establishing inspection plans, program/project development and consulting, statistical methods, audits, and continuous improvement approaches to ensure activities are consistent with COTA mission values and goals.


  • Consults with senior level engineer/supervision in project definition;
  • Exercises proper judgment in application of moderately complex engineering and quality assurance principles;
  • Assists in preparation of budgets for proposed projects and work to be accomplished through third party;
  • Generates written memoranda, technical reports, specifications, audits, etc. in a professional effective manner;
  • Generates equipment specifications for procurement purposes in sufficient detail to ensure contractor interpretation;
  • Adapts to team efforts where indicated in resolution of matters not suitable for singular contribution;
  • Interfaces with Governmental Agencies and, as necessary, other transit Authorities concerning pertinent matter;
  • Provides technical direction to vehicle maintenance personnel upon request;
  • Generates life cycle cost analysis in justification of vehicular retrofit systems;
  • Demonstrates excellent technical writing skills; and
  • Participates in periodic review of drawings and specifications.


  • Requires a Bachelor's Degree in Engineering, Automotive, Electronics, or electro-mechanical.
  • ASE certification optional. 


  • Skills in verbal and written communication;
  • Skills in read and interpret technical specifications regarding bus parts and related equipment and be able to manage acquisition of technical equipment;
  • Knowledge of labor relations and contract negotiations;
  • Ability to interact well with all levels of COTA's organization and representatives of various outside organizations and able to motivate and lead team members; and
  • Ability to define problems, research issues and develop logical and practical solutions within the framework of general principles of maintenance and the policies and procedures of the Authority.
