SUMMARY OF RESPONSIBILITY

The Construction Project Manager is responsible for the planning, coordinating, and implementation of the QA/QC programs. Responsible for managing implementation of assigned capital projects, managing Design Consultants, Construction Contractors, and other professional disciplines necessary to deliver a fully compliant project to meet the Authority requirements.

JOB RESPONSIBILITIES

  • Develop engineering procedures, including document control, submissions management, creation and tracking of RFIs, material samples, documentation and tracking of potential cost changes within budgetary guidelines;
  • Develop the Construction Management Program to monitor and trend the project's contractual requirements.
  • Develop, review, and approve, if required, documentation related to product and process such as construction quality procedures.
  • Recommends and verifies implementation of engineering reviews of design documentation for compliance with stated requirements in coordination with project and quality management, design, engineering, construction, and other functional disciplines;
  • Verify compliance with the QA/QC program established for work in the field, using checklists, specifications, contract drawings and approved submittal packages;
  • Conduct pre-final/final inspections; establish and implement close-out punch lists;
  • Manages the day-to-day administration of Capital and Special Projects for the design and construction of Transit Centers, Park and Ride Facilities, New Starts Projects, such as Bus Rapid Transit, Streetcar, or Light Rail projects from preliminary engineering through construction and Facility renovation projects. Manages Consultants and Contractors performing work in association with the various types of projects cited above. Works closely with stakeholders from conception phase through final completion. Scope often will include developing the technical portion of the Request for Proposals and participation in the selection process and/or developing Request for Bids and reviewing bid proposals and prices for fair and reasonable costs;
  • Responsibility includes budget tracking, developing project schedules, change order management, invoice approval, stakeholder coordination and presentations at public forums;
  • Responsible for updating COTA's Planning and Development Bus Stop Guideline Manual with developers and municipalities. Assists in providing comments on design plan submissions to COTA by local municipalities and developers for compliance with transit design standards and operations. Seeks to engage and encourage communities in participating in infrastructure cost for transit amenities;
  • Oversees the implementation of new bus stops and shelters and develops and reviews plan for compliance with the ADA laws and COTA's development criteria;
  • Conducts research, analysis, and prepares documentation regarding transit industry practices and standards to assist COTA staff in decision making and peer comparisons. Staying abreast of current trends in the industry and including that data in analysis to justify project expenditures or major project initiatives;
  • Represents COTA in various public forums including public involvement meetings, neighborhood group planning sessions, private development forums, employer meetings, and agency coordination for capital project initiatives (e.g. MORPC, ODOT, City of Columbus, regional partners, industry groups, developers);
  • Assists in preparing information for the Short-Range Transit and Long-Range Transit Plans;
  • May be required to be available through a mobile device via voice and/or data during and outside of normal working hours, at the manager's discretion, and must respond within a reasonable timeframe; and
  • Work in a team environment, as well as independently. Position is required to be responsive to the expectations and needs of the Authority within the project requirements specifications.

QUALIFICATIONS

  • Requires a Bachelor's Degree in civil engineering, architecture, or other related fields and five (5) years of experience in designing civil, architectural type of projects, overseeing/managing construction projects, and prioritizing project work; or an equivalent combination of education and experience. Master's Degree in business administration (MBA), civil engineering or related fields preferred.
  • Professional Engineers license or architect license, project management certification, and LEED Certification preferred.

EXPECTED COMPETENCIES

  • Knowledge of CADD or Microstation software for designing or modifying project plans;
  • Knowledge of Primavera P6 highly desirable
  • Knowledge of transportation planning techniques such as traffic design and engineering; cost estimating/benefit analysis; and transit service, design and evaluation, relating to the implementation of transit services, passenger amenities, and facilities;
  • Skills in verbal and written communication;
  • Skills in human relations;
  • Ability to analyze, prepare and present transit and related fiscal data in report format; and
  • Ability to read and interpret blueprints, conceptual drawings and maps and prepare easily understood maps and charts for reports.
