SUMMARY OF RESPONSIBILITY

Performs professional work in the timely and cost-effective purchase of goods and services while ensuring maximum contractual protection of COTA's interest.

BASIC JOB RESPONSIBILITIES

  • Implements purchasing and expediting procedures to achieve timely delivery of required goods and services on an economical basis; works closely with all COTA departments to assure that purchases meet the needs and specifications of the unit; develops bid packages reflecting these specifications;
  • Assists in the preparation, tabulation, and administration of bid solicitations as needed;
  • Manages purchases to obtain highest value for COTA through knowledge of price solving trends analysis, availability of substitute products or new materials, and standardization of specifications;
  • Maintains current knowledge of all laws (local, state and federal), related to the purchasing of goods and services, i.e., Ohio Revised Code, Uniform Commercial Code, FTA Regulations;
  • Maintains effective working relationships with vendors to ensure an adequate number of suppliers and to promote friendly, supportive interest in doing business with COTA, as well as evaluating and qualifying vendors;
  • Assists with developing, implementing and maintaining thoroughness of departmental Operating Procedures Manual;
  • Assists COTA's Compliance Director in ensuring that minority and female vendors have the opportunity available for any and all of COTA's procurements;
  • Follows the Annual Acquisition Plan to assist in bid preparation for new or existing projects;
  • Regular, predictable and punctual attendance required; and
  • Performs other duties as assigned.

BASIC QUALIFICATIONS

  • Requires an Associate's Degree in business or materials management and four (4) years of experience in purchasing. (Preferably for a services organization).

KNOWLEDGE, SKILLS, & ABILITIES

  • Knowledge of sound purchasing practices and federal/state laws related to procurement;
  • Knowledge of the MS Office suite, including but not limited to Excel, Word, Outlook, and PowerPoint strongly preferred;
  • Skills in verbal and written communication;
  • Skills in human relations;
  • Ability to interact effectively with persons at all levels within COTA; and
  • Ability to define problems, research issues and develop logical and practical solutions within the framework of general principles of purchasing and the policies and procedures of the Authority.
