Under minimal supervision, performs as the lead on fare collection system related projects providing technology leadership and a strategic direction that is in alignment with the business needs and goals. This position will play an instrumental role in the development and implementation of a new fare collection system including integration with hardware devices, such as card readers and ticket vending machines, an account management system, financial transaction processing, card provisioning, mobile applications, data warehousing, reporting, and more.


  • Works across many diverse departments with the organization to coordinate and understand the key stakeholder requirements, goals, and objectives for the next generation fare system;
  • Researches existing and developing fare collection systems in the marketplace and works with vendors to understand new fare system technology trends and advances;
  • Communicates with peer agencies to understand their solutions and lessons learned in fare collection system delivery projects;
  • Works closely with business leaders, stakeholders, and technology subject matter experts to ensure that all components of the solution are supported with regard to compliance and adherence to business requirements;
  • Provides pragmatic approaches to solutions and ensures that technical decisions have appropriate participation from subject matter experts; makes those decisions where appropriate;
  • Assists the program manager in the development of a strategic plan, including options for the technical approach and viable design alternatives;
  • Assists in developing statements of work, project plans, and requests for proposals for various components of the new fare system procurement and implementation.
  • Creates specifications and prototypes for fare collection system designs in conjunction with external software providers and developers, as well as internal application development staff resources;
  • Reviews technical deliverables and performs quality and performance testing in order to determine the feasibility and impact of conceptual designs; employs architectural best practices to facilitate system characteristics, such as scalability and recoverability;
  • In partnership with management, supports and reinforces the project management lifecycle activities, including project planning, mitigating project risks, and supporting the team with escalation of issues;
  • Administer and maintain photo imaging system and database used in production of passenger, City Year, & employee identification cards;
  • Administer good list used for blocking invalid passes on buses, including maintenance of database used to allow supervisors, radio room personnel, CIC, and others access to the good list;
  • Administer fare collection system, including fare structures, bad lists, media holiday lists, daylight savings time;
  • Administer pass sales point of sales system;
  • Administer ticket vending machine;
  • Ensures accountability and regulatory compliance with all current and applicable state and federal rules/regulations/guidelines published by the FTA as well as COTA fare policies and procedures;
  • Serves on a variety of committees; prepares and presents oral and written reports and presentations; attends and participates in professional group meetings;
  • Participates in the APTA Fare Systems and Programs Committee and Fare Collection workshop. Represents COTA by attending and/or presenting at conferences and seminars and participating in local and national fare collection meetings;
  • Maintenance of PCIT for new items, new stock, and new prices; and
  • Works closely with Revenue Ridership Analyst to cross on essential job functions and acts as a backup to the Revenue Ridership Analyst.


Requires a Bachelor's Degree in Computer Science, Information Systems, Engineering, Planning, Business Administration or a related field and five (5) years of progressive experience working in a corporate information technology or similar environment, with specific experience working on complex multi-faceted projects.
